Are company pensions eligible to roll over into a checkbook or solo IRA. What are the fees for setting up a checkbook IRA based on? and are they annually or one time.

Company pensions are generally eligible to be rolled into a 401(k) or IRA, so long as the pension has not promised life-time payments to you. If they’re offering a lump-sum distribution to be rolled out to another account, then you’ll be fine.
